Previously the rules topic would always treat you as part of the guild and and would make the rules written to your journal. Now, if you are not a member, the topic will be presented as if speaking to an outsider and will only write the rules in your journal if you are a member. Some additional stuff: Thieves Guild members will not disclose the rules if you are not a member (just like asking for their backgrounds already does), Blades members won't tell you their rules unless you are a Blade, Caius will add the rules to your journal as he previously did not, fixed a typo in the Hlaalu rules.
