All items have the highest enchantment value in relation to their category, similar to Skyrim and Oblivion where everything has the same enchantment values. This doesn't lower the enchantment values of any items. It only brings other items onto the same level. This allows players to enjoy using whichever gear they feel looks the best, without getting the feeling that they are missing out on something because they're not using the best items for enchantment value.
The values were applied to belts, amulets, and rings as well, despite them having a very minimal effect on what your character looks like. This is mainly so you don't have to track down exquisite rings, amulets, and belts for the 100th time.
