This is an old mod that I am uploading here for archival purposes, as I can't seem to find it anywhere else. The author is presumably called Ashworm. I have no affiliation or contact with them, and will take this down upon request.

This mod adds 12 purchasable homes to Vvardenfell.
One can buy the deed to any of these homes at the newly added Hlaalu Estate Property Office, found in Vivec, Hlaalu canton wasteworks.
Prices range from 2,000 - 18,000 gold.

Because this mod adds buildings to cities and possibly alters world geometry, expect that it will conflict with any mods altering city layouts or Vivec interiors.
