Balmora should have a boat service. I looked on nexus and found this one Odai Boat Service at Morrowind Nexus - mods and community but it only takes you up and down the Odai River. Now you can go to Seyda Neen, Ebonheart, and even Tel Branora! I did this out of convenience because the only boat service to the "Tel" islands is in Molag Mar. This is an edit of shemalerevenge's mod so I do not take credit for it's initial creation. Enjoy!
