What does this mod do?
- NPCs offering travel services will refuse if you are carrying skooma or moon sugar
- This includes shipmasters, guild guides, silt strider caravaners, and gondoliers
- A high sneak skill allows you to slip small amounts of skooma/moon sugar through unnoticed
- Khajiit travel service NPCs will ignore skooma and moon sugar
The higher your sneak skill, the more skooma and moon sugar you can sneak through travel services, as laid out below:

Why?
Smuggling is integral to Vvardenfell's lore but the gameplay feels dissident. If anyone can just take a silt strider to Balmora with 20 pounds of skooma on them, why are smugglers bothering to hide in caves in the swamp? Why are they using Khajiit drug mules? This mod helps Morrowind be an even more believable place. Skooma and moon sugar are also valuable early game loot, so an added challenge of getting it back to a merchant can make the beginning grind a bit more interesting.
Installation
Place the No Easy Smuggling.esp plugin in your Data Files folder and enable (or install using a mod manager).
If you're using Tamriel Rebuilt/Project Tamriel install the TD plugin as well and enable both in the order below:

- No Easy Smuggling - TD.esp
Compatibility:
- Works in the original engine and OpenMW!
- Basic compatibility exists for mods that add travel service NPCs using the classes: Caravaner, Gondolier, Shipmaster, and Guild Guide
- The Tamriel Data patch is required for Therionauts from Tamriel Rebuilt to refuse service, and travel service NPCs of the additional Khajiit races to ignore skooma and moon sugar. Skyrim: Home of the Nords and Province Cyrodiil should also be compatible with this patch
- A Rebirth patch is in the works to include Travel Agents, and any other travel service classes added.
- Should work alongside FMI - Service Refusal and Contraband, but let me know if you find any issues.
Notes on implementation:
- Some travel service providers appear to engage in smuggling themselves, such as Baleni Salavel in Hla Oad who has sacks of moon sugar on her ship. I've considered having them not refuse service, but decided against it. They would not want to draw attention to their operations by letting any random outlander in on it. Perhaps with high disposition they could offer to transport for an additional fee, but that's currently beyond my knowledge to implement.
- The NPCs teleporting to and from Mournhold currently do not check for skooma or moon sugar. I left this as is because it seems more that they are doing you a favor and not shaking you down every time, but I might change this as well.
If you find anything while playing that seems like a bug or doesn't make sense, please post here and I'll look into it.
Future plans/ideas:
- Criminal travel service NPCs, like Baleni Salavel in Hla Oad, will allow contraband for an extra cost
- Above but for certain Tamriel Rebuilt travel services as well
- Player gets a bounty for being seen picking up/putting down any skooma and moon sugar. You will need to find hidden places to stash contraband, can't just set them down in front of merchants and travel services
- Also restrict Dwemer artifacts, Ebony, Glass. I'd save this as an optional module because the base game has all NPCs pretty lax with those restrictions. Perhaps direct integration with FMI - Service Refusal and Contraband since that mod is concerned with this.
