Adds around 20 patrolling Ordinators to Vicec City's exterior.

This mod adds just over 20 Ordinators to Vivec city's canton exteriors, I made this to make Vivec city feel more lively and populated while still being very vanilla friendly, without changing too much.
I added 1 ordinator per level on the cantons but they have wander AI and will go down the ramps or over bridges, so they will even swap cantons with each other. A few more are added around Vivec's Palace and the silt strider port/boat area.
This will be compatible with any mod that doesn't move the cantons positions or add objects to walkways, such as Open Vivec, Vivec Docks or Concept Art Vivec Ports.
