Look for a book on one of the benches near the Seyda Neen Census and Excise Office exit. After reading it, all NPCs are given a dialogue option, "Excuse me...", which pushes them away for a second. The spell "Gain Way" continuously pushes groups of NPCs away from you for 6 seconds.
