Several other mods that address Cliff Racers have published over the years and today, most seem outdated, or haven't been done thoroughly. Rather than reducing the rate at which they can spawn, I have combed all of the data tables and removed their references instead.
This mod has not been tested over prolonged game saves, but installation and removal mid-play does not seem to render anything noteworthy. It has been tested with MWSE and OpenMW. Both seem to be functioning as intended.
If removing mid-playthrough, be sure to pass time within an interior, or venture to further regions and they should be spawning again.
Simply use your preferred mod manager, or to install manually, drop the .esp file into your Morrowind\Data Files folder.
