In the vanilla game you can get enchanted arrows in 2 ways: 1. Buy them from merchants (limited except few respawnable arrow stocks) 2. Get them from Skeleton Archers (potentially unlimited)
The problem is all leveled creature lists containing them have the "Calculate from level <= Player level" unticked. That means only the highest level enemy fit to player's level will spawn. After you hit level 5, Skeleton Archers can't be spawned from lists with an exception of a couple ones directly placed in some dungeons (they don't respawn so that doesn't help).
This mod checks that option on all lists (the skeleton/tomb ones and some kwama lists with diseased and blighted variations). Now tombs (and kwama mines) should have a more varied roster of enemies. I think there's no reason to leave it off as it only locks you out of some enemies (although it makes bonewalkers rarer so that's maybe one plus).
Also the DLCs don't have that problem, bloodmoon has 2 lists with the option unticked but they all have enemies placed to level 1 so I think they are all able to spawn.
