Any creature can spawn anywhere from level 1. You might be expecting to fight ghosts in that ancestral tomb, but you might find an angry Hircine instead.

Adds all creatures to all levelled creatures list. This means wherever specific levelled creatures were supposed to spawn, now anything can. All creatures can spawn at level 1, so you won't have to wait until level 20 to find Golden Saints ambushing you after resting in Molag Mar's wilderness.
Does not affect specific creature spawns. This means that where a guar or alit could have spawned in the base game, depending on your level, you could now find a goblin or reikling regardless of your level, for example. But Dagoth Ur will not be randomly replaced by another creature in the final boss fight because he is a fixed spawn and not randomly generated by a levelled list.
This mod is obviously just a bit of fun and meant to spice the game up, not to be taken seriously even slightly. You could get strange journal entries by prematurely killing quest related creatures, or even sequence break quests if you kill an aspect Hircine or Almalexia before even travelling to their DLC's, for example.
Will probably conflict with other mods that alter the levelled creatures lists.
To install, just extract the ESP file into your data files folder and have fun.
