Rebalancing High Elves to make them just slightly better than bretons while keeping some of their weaknesses

NEW -> Power "Evocate", restore 1000 magicka
weakness to magicka 50% -> REMOVED
weakness to fire 50% -> 35%
weakness to frost 25% -> 15%
weakness to shock 25% -> 15%
intelligence 50 -> 55
willpower 40 -> 45
speed 30/40 -> 40/40 (m/f)
endurance 40/30 -> 20/20 (m/f)
male height 1.1 -> 1.05
female height 1.1 -> 1.0
weight 1.0 -> 0.95
Known issues:
The race description will be in english.
The race name will just be "Elf", I thought that would have the best compatibility with most languages.
