v1.0.0, All the credits go to Bethesda Game Studios. I simply added the book from the recent TES games to Morrowind; lore-wise, it's been written and translated by 3E 105 . It can be found in Druscashti, on a shelf.

Changelogs
Version 1.0.0
added the standalone book in Druscashti, for those who need it. Nothing special, citizen, move along, upholding the Imperial Law.
While working on my large vampire quest/faction mod (QCVL, quests for clans and vampire legends), I've been doing a lot of research on vampirism in TES, and it struck me, that there's no standalone mod adding this very important book to any of numerous Morrowind's vampire lairs, especially the Quarra lair in Druscashti (which makes sense to me, but that's a topic for another time), not that I know of (please, let me know if such a mod exists, and I'll either delete this one, or enhance it to add value).
For more books, including this one, there's a wonderful mod, which I personally enjoy and recommend you to download: "Lore Books" by yuredew. It's 100% compatible with my little mod, and you can use both simultaneously. You'll just have 2 versions of the same book with different covers and in-game IDs. In fact, if you face the active plugin limit problem, use the Lore Books, and ignore my mod. As for this mod, it's a simple 1-minute edit, it took me no effort at all; so, thank Bethesda Game Studios/Softworks. I simply ported the book.
It can be found in Druscashti, on a shelf. To add the book in game via console, type "Player->AddItem, "bk_OpusculusLamaeBal", 1"
Update: my larger QCVL mod now has its own version of this book and a quest attached to it (for Clan Berne), and the two are *technically* compatible.
