Initial release.
What this mod does: Caps your base skills as an extra challenge. By default, they are capped at 1 but you can change the limit in the MCM. Allows you to cap it at values over 100 in case if you are using a skill uncapper mod (so you could cap it at 110, for example, but it will only reach that if you are using another mod that removes the 100 cap).
This doesn't block skill experience, however, so you can still level up and increase your attributes.
Notes:
The mod will not take effect at the start of a new game. You will need to save and reload when you are ready. That way I don't accidentally break anything.
If you change the skill cap value in the MCM, you will need to fully exit the game for it to take effect. I'm still learning how MWSE's Mod Config Menu works, and once I figure that out, I will fix this.
