Rebalances several magic spells to cost more reasonable amounts, adds two spells to the Orc alchemist in Balmora's Mages Guild

Mod Overview:

This mod changes the base cost of 16 spell effects, which I will list below:

V 1.1:

Weakness to Shock
Spell now has the same visual effects of the shock spell

Weakness to Poison
Spell now has the same visual effects of the Poison spell

Weakness to Frost
Spell now has the same visual effects of the frost spell

Weakness to Fire
Spell now has the same visual effects of the fire spell

Vampires:
have a negative 50 personality modifier, but no long get forced out of conversations

V 1.0:

Lock:
cost was increased from base 2.0 to 4.0, as to reduce exploitation (not that AI knows how to pick locks regardless, but meh)

Open:
cost was increased from base 6.0 to 12.0, as I found that the player can rush 100% locks far too quickly, I think I found a good comprimise, from testing.

Shock:
cost was decreased from base 7.0 down to 5.0, this may be making shock too good, but i found it tedious that it is more expensive than other elements, when i think they should be equal

Drain Magic:
cost was decreased from base 4.0 down to 2.0, as Drain magic was almost never utilized, but I still never use it... so still useless?

Damage Attribute:
cost was decreased from base 8.0 down to 6.0, mild rebalance to make damage attribute spells more usable

Damage Health:
cost was decreased from base 8.0 down to 6.0, again, mind rebalance to make damage health spells more usable, and also because absord health was nerfed

Damage Magic:
cost was decreased from base 8.0 down to 3.0, like dmg fatigue below, this spell is underutilized, but particularly so due to its insane price for what it does.

Damage Fatigue:
cost was decreased from base 4.0 down to 3.0, because the effect is underused, and not particularly useful

poison:
cost was decreased from base 9.0 down to 4.0, poison in my opinion is probably the most overpriced spell effect on the game, for several reasons: there are spells/potions that can instantly counteract the effect, and that many creatures are resistance/immunity, with argonians being completely immune.
Poison spells are now slightly cheaper than the other elemental spells based on this.

Shield:
cost was decreased from base 2.0 down to 1.0, because shield spells feel like they are overpriced for what they do.

Fire/frost/shock Shield:
cost was decreased from base 3.0 down to 1.5, because the effect is never used, and like above, isnt worth what they cost.

Restore Magicka:
spell can be bought at sharn gra-muzgob, from balmora's mages guild, which can be used to make enchantments, invaluable for Atronach mages

Absorb Health:
cost was increased from base 8.0 to 10.0, because absorb health was way too powerful. with Damage health made cheaper, this has made the magic "element" spells more viable, without giving the player free health as well.

Absorb Magicka:
This spell can now be obtained from sharn gra-muzgob, from balmora's mages guild, which you can make your own spells or enchantments
the spell usually doesnt give favorable returns when used normally, but can be very useful when used using area of effect on multiple targets.
