Overhaul of the Hlaalu Council House in Balmora to make the interior match the exterior and to make it look more like the council house of house Hlaalu and less like a random, generic interior.

What's wrong with the vanilla interior?

- The interior doesn't match the exterior. This is true for many, many interiors of Morrowind and it's usually impossible to have a perfect interior/exterior match. That being said, some interiors are worse than others. The Hlaalu Council Manor is hands down one of the worst in the entire game.

- The interior is very lazily cluttered. Just take a look at the bookshelf on the second floor: 3 bottles duplicated 30 times and moved around a bit.

- You can't really tell that is one of the most important places of the entire game.

- Other than being lazily cluttered and not matching the exterior, the interior layout is nonsensical too, with the third floor being the worst offender. The third floor is just a hallway with a Hlaalu agent stuck in a corner, with a de_p desk (ie a set meant to be used by poor/commoners) and then a tiny room with a random, unimportant NPC inside (??).

SO, WHAT'S BEEN CHANGED HERE?

Actually, not that much. This is because, despite being a terrible interior, is probably also one of the most visited ones and I feel like it's necessary to preserve the original feel and look of "iconic" locations.

The key points for the rework were:

1. Making the interior better match the exterior
2. Making the interior more elegant and opulent
3. Adding details to make more obvious that this is an important hub for Great House Hlaalu
4. Fixing the third floor

Going floor by floor

1st Floor
This is mostly untouched. I moved the staircase to the right because it better matches the exterior shape. Doing this also makes the front of the building symmetrical, which means I could pace a couple of tapestries in a nice and symmetrical position. Despite being a small change, the tapestries are from TR_Data and are Hlaalu themed, something you usually don't see in the base game. Just this small change makes the entrance look more like a seat of power of House Hlaalu and less like a random interior.

2nd Floor
This is where the council discusses important matters. Simple design that's very close to vanilla but there's some new clutter from TR_data that shows they actually use the room for meetings and a few planters here and there give the room an bit more elegance.

3rd Floor
This is where Hlaalu agents get down to work. There's a small storage area then some desks and bookshelves the agents can use. I didn't want to come up with something on my own so I tried to expand on what was already there in the base game.

Compatibility

Should be compatible with pretty much everything. BCoM already has an improved version of this, which also adds a basement floor with a branch of the Hlaalu Bank, taking full advantage of TD_data banking framework.
