Are you a sane human being? This mod will fix that very quickly. Every Cliff Racer sound effect in the game has been bass boosted. Your travels in Vvardenfell will often be interrupted by these oversized bats as they destroy your ears.
I highly recommend downloading the mod Racer Recursion along with this one, for extra pain.

Bass Boosted Cliff Racers
Extract the files to your Morrowind's Data Files directory. Don't forget to make a backup of the original Cliff Racer sound effects, they can be found in Morrowind\Data Files\Sound\Cr\cliffr\.

This mod can be installed right in the middle of a save game with no issues, as it is not a gameplay-altering mod.
