Loosens restrictions on MG/TT membership. Now only mutually exclusive at mid-high ranks. Loosens restrictions on FG joining IL/HR and vice versa. MT can join a house but you'll be expelled from MT Can join TT as MT. Adds a quest to join HT as a MG.
