Buffs pauldron's and greaves' enchant capacity to be roughly equal to boots and gauntlets of the same material type.

It always annoyed me that pauldrons and greaves are basically worthless for enchanting, this mod changes that.
I aimed to bring pauldrons and greaves to approximately the same level as boots and gauntlets, made a few other small tweaks for consistency along the way. Most mods I've looked at just alter fEnchantmentMult which buffs everything to unbalanced levels without addressing the inconsistencies, I wanted to give special attention to maintaining game balance, (such as it is) while moving armor enchantment capacities toward a more consistent standard. Occasional alterations to gauntlet and boot values were made but the focus was on pauldrons and greaves.
