When Iput the Mod in it doesnt work. It shows to the right whats needed & its all in caps like this "MORROWIND BLOODMOON TRIBUNAL" & wont let me turn the pug in on... PLZ fix.....
Also, when bunny-hopping towards the silt-strider, I frequently pass through the upper stairs. Aside from those two points, only "issue" was a fish on the streets when I first visited the new Suran.
In all regards, thanks for the awesome mod. Suran looks more open, fresh and lively, organized, but still loyal to vanilla feeling. I'll give some of my opinions and suggestions below in hope it improves even more. A recommendation about the city is adding a boat traveler to nearby places, maybe a small quest or two in the house of pleasure and other Suran's NPCs not quest-related in the base game. I'm not familiar with the CS yet, but I could help writing quest plots or giving ideas, should you want.
About the mansion: it's is fairly priced, big enough, lots of storage but not overdoing it. At first it seemed odd for Morrowind's/Hlaalu architecture an open house that has no minimal room division, yet after playing it for some time it goes away, and instead is very practical and easy to organize things and move around. Also, how the furniture you added gives freedom to organize every kind of item in certain containers, very neat! My only three recommendations about the mansion are: adding stairs to the third floor/roof for a even better view of the river and city; adding fire and wood to the kitchen and a switch-activated fireplace (add/remove fire, similar to lights); bookshelves that act as containers such as Morrowind Better Bookshelves.
There is nowhere to sail from Suran, as there is a silt-strider in all neighboring cities. I think the port of Surana is such a hub where goods from the plantations of the Ascadian Islands flock. Thanks to this, trade, etc., flourishes in the city. Concerning quests. The main idea of the mod is to update and fix the original cities. Adding new quests and other similar content is beyond the main idea. In my opinion, such ideas need to be implemented in separate mods. In addition, I have never been involved in the development of quests, I still have a lot to learn :) The arrangement of the internal premises does not make it possible to make a staircase to the roof. Fire in the fireplace in the kitchen will be added. I'll take a look at this mod, if it works correctly, I'll try to implement these shelves.
Also, did you change the slave market by the main entrance? Before your mod I didn't pay much mind to Suran so I can't say if it was like that in vanilla or not. After hiring an assassin on the seller and getting the key on his body... it doesn't open the cells nor can be used to free the slaves. It would be a nice touch, changing that in the next update.
Quests, NPCs, items, interiors are not affected by the mod. Only the exterior cells of Suran have changed (the location of buildings, etc.). I do not know the quest described by you, it was added by some other mod. I will update the mod very soon, however I would not recommend updating if you do not plan to start a new game.
Also, tested on another character that haven't visited the mansion yet, only problem were two or three missing textures/meshes while the interior loaded. Also a rock blocking part of one stairway from the lower plaza to the house. Maybe because I cleaned it in TES3CMD before using? Idk.
I double-checked everything. I did not find any problems with the rock. But the mansion really lacked one texture on the lanterns if you didn't use "Dunmer Lanterns Replacer" (by MelchiorDahrk). I added a small fix to the optional files. Thank you for report.

My only complaint is on gates not having sounds.

Also, it was the ENG version.
Look forward to seeing more cities from you.
