General non-hostile vampire-specific dialogue is set to 25% (from 100%) so that you aren't barred from the original conversation.

Vampire-specific generic dialogue, such as that of the Telvanni or Mages Guild members, took priority over quest-specific dialogue. This has been circumvented by making the generic vampire-specific greetings chance-based.

The passersby will only scream of your vampiric nature if you haven't spoken to them yet (20% chance of the remark, too).
