NOTE
I wouldn't suggest to anyone to use this mod. It was my first attempt at city overhauls and while it's an  improvement over the original Epic Balmora, the way I look at city
overhauls has changed completely.

Epic Balmora, but cleaned and with a more logical layout.

The idea is that if you see a building, there should be a way to reach it!

Even if the original mod had some issues, I still think it’s the best Balmora overhaul simply because the idea behind is solid.

Other overhauls go either too far or add too many details that do nothing to make Balmora feel and look bigger.

The only issue was that the more I played, the more difficult it became to ignore some of issues with the placement of  buildings that in some cases were really immersion-breaking.
So…I moved a lot of stuff around and placed ladders, balconies and staircases around to make things more logical.
In the richer part of the town, where wooden ladders were out of place, I tried to fix the weirdly placed buildings by taking a more creative approach so that part of Balmora is very different from the original
mod.
Some stuff needed to be eliminated because it couldn’t be rearranged but to make up for it I used this resource which is think is REALLY epic.
There is also a new layer to the riverside and a little bit of cover in the locations where npcs from Animated Morrowind usually spawn.
I also copied a little bit of Concept art Balmora that I really liked: the addition of a bridge connecting the two towers in the plaza. 

The mod is perfectly clean as this is a re-do and not an edit of the original esp which had too many dirty edits.

Note: there are no land edits which means it’s compatible with every grass mod.
Not using land edits was a huge limitation but I still think it was a worth trade-off. 
So, there it is. My favourite Balmora overhaul but cleaned and improved.
The next step would be to make interiors for the now-accessible buildings but it’s not a priority of mine for now. 

A mod I highly suggest to enhance the feeling of a multi-layered city is Balmora Rooftop Apartments
