I've been playing some hours with the new files installed and all issues concerning level progression at -1 and skipping 9/10 seem to be fixed. Leveling the normal way, purchasing training and reading skillbooks all seems fine now.

A tip for those interested; disable gaining levels and attributes from misc skills in the mod menu. (Just set the 1st and 3rd slider to 0) It encourages roleplaying and trying out specific builds.
How does the attribute stuff interact with skills being lowered, e.g. from going to jail, a death mod like Timely Escape, or even its own skill decay? Do they get lowered to match?
It should all happen automatically. the level of your skill doesn't really matter as much. you won't lose progress towards your skill level, if that's what you mean.
Yes it does, you installed it wrong, or you didnt change the load order (you can just use LOOT or something), and check wyre bash, to see if there is any issues. This mod 100% works, with most mods out there, unless its with a mod that does like the same thing.
Flatrate HP system can be made class specific in a way similar to the mod Ultimate Leveling. Formula is like this: totalHP = (startingStrengh + startingEndurance) / 2 + (level - 1) * levelHP, where levelHP is 3 if specialization is Magic, 4 if specialization is Stealth, 5 if specialization if Combat, increased by 1 if endurance is class attribute. These numbers can be configured in the menu.
Testing this mod in a new playthrough : - I find the default setting of misc skills giving no stat bonus before level 30 is a little harsh : if you use something like "realistic movement speeds" and you have the athletics in misc skills, you loose all the speed bonus and so you are condemned to walk slowly for very very long then. I switched to 10, you still only get 30% gain, the default setting, so the gain is very slow, but at least it's better than nothing. - Same comment for misc skills like armorer, in a vanilla game it gives a nice boost to strength which is useful in fights, here you get nothing for very long if you start at 5, this can unbalance mods which add stronger enemies that you will have a lot more trouble to hit because of the lower strength. (I died because an ancestral ghost was armed with an unenchanted long blade, all his blows hit me 100% of the time when I couldn't hit it, I was dead after 3 hits only ! After reloading I got more lucky and hit it fast enough to avoid to be slaughtered... !).
In my previous playthrough without this mod my stats grew too fast, I was already at 80 strength, 90 intelligence at level 10. Now it's the absolute contrary, the stats are really growing a lot slower. Oh well, I'll see where it leads...
edit : at level 7 things seem to stabilize, the only stat higher than usual is health because I chose the preferred method and 5 / level is equivalent to 50 in endurance which is quite a lot, but since we'd better be able to survive to a few hits because of our lower stats it makes sense. And levels seem to pass quite fast, if you chose your class to that the most used skills are the primary and secondary then it goes quite fast at this point, and you can't do much about it, but it seems ok anyway. Except that no more trouble so far, everything goes smoothly ! :)
edit 2 : at level 11 there is something to notice compared to vanilla : when the misc skills start giving stats bonus points, it counts as points towards a level up (contrary to vanilla where it just adds to the bonus skill points you get when leveling up that's all). There is a setting also for that to choose after how many skill points gained this way it counts for leveling up, the default is all the points count. So by changing my setting to start to gain some skill points from misc skills at level 10 only, I also accelerated the speed of level ups ! Well it's sure to make a game always challenging if levels go that fast, the small drawback is that with a high level character you are attacked almost all the time ! At this point it becomes hard to slow down already, except concentrating on quests without fights I don't see any way to do it... Anyway, I'll see where this crazy race leads... !
edit 3 : level 16, I also noticed that distracting enemies with summons is much harder now because of all the hp I have, it makes me the top priority target for all enemies ! Oh well... ! At least so far good balance, good mod for sure.
