Speak with commoners, gondoliers, or Ordinators in the Vivec area (via the "little advice" dialogue option) to learn that housing is for sale in the city, or garner the info from the sale notices pinned to the doors of the available apartments. Faction membership (Great Houses, Temple) will guarantee a discount when purchasing a property from a fellow member.
Use the Living in Vivec_NoM.esp instead of the Living in Vivec.esp if you have Necessities of Morrowind installed.
