Adds a topic that allows the modifying of NPC stats. Like attributes, skills, abilities and spells.

Description:
Adds a topic "{tweak npc" that allows the modifying of NPC stats.
The options include:
    increase/decrease health, magicka, fatigue
    increase/decrease the primary attributes
    increase/decrease skills
    increase/decrease ai scores
    add/remove abilities and a number of spells
    displaying attributes and skills

Unable figure out how to modify the NPC level.

Known limitations
Magicka and Fatigue reset on save and load
NPC's prefer major skills to minor skills and minor skills to miscellaneous skills.
This means even if you raise a miscellaneous/minor skill to 100 and lower a major/minor skill to 5,
the NPC will still use the major/minor skill.
What raising a skill does instead is increase its effectiveness.
For example raising Heavy Armor from 5 to 100 would reduce damage by 100 instead of 20 (depending upon the armor used).
Saving, exiting and loading the saved game may be needed for some skill changes to completely take effect.

Compatibility:
If the topic "{tweak npc" is used by another mod, there will be issues.
If the tutorial cell's name is changed, then the topic will not be added.
