Moves the vanilla character creation to Firewatch. Requires latest Tamriel Rebuilt and OpenMW 0.49 dev.

This mod moves the character creation to Firewatch, using the Census and Excise office that the wonderful team at Tamriel Rebuilt have made.
The justification of being released on the mainland instead is that the travel ban prevents the prison ship from visiting Vvardenfell.
If you want to go to the island and don't have TR_Travels installed, simply cast Almsivi Intervention on the docks you arrive, and you will be transported to Vos.
This newer version requires OpenMW 0.49, because it uses lua to convert the census office, which means it is a lot more compatible than esp files making the changes. It should work for future TR versions, as long as they don't majorly change the office.
I have plans to expand this to other ports and areas, such as Teyn, Helnim, and many others.
