A developer oversight made these spells exploitable and just ridiculous spell effects in general.  This fix changes the spell value and corrects the existing restore attribute spells to what they should be.

With spellmaker you could at level one make a super cheap and easy to cast restore all attributes spell for high amounts. You can try this out yourself in vanilla and see. Just go to a temple and buy 1 restore attribute spell for 50 gold and then use the spellmaker to make a spell that restores all attributes. I was able to make a a restore all +50 spell that I could cast at level one easily. The super cheap restore spells you can buy had 30 second duration which translates to 150-500 restore points to a single attribute which is obviously silly. This makes the need for using a shrine and other restoration means obsolete at level one.  Its not a "major" exploit/bug. But its still a problem. Now fixed.

1. Changes spell value of restore attribute spells from 1 to 70.
2. Removes the duration from all existing restore attribute spells.

The spells for sale at the spell merchants now charge alot more for the spells and you will need a decent restoration skill to reliably cast them.  You can always make a lesser and cheaper version with spellmaking.

This bug fix is also incorporated into - Morrowind Hardcore Mode - overhaul mod.

Version 1.1 changes the spell value from 100 to 70.  The cost was a bit too high.
