You may need my mod, The Test Mod. It adds a new item to the game which makes all your skills high. (In most cases the value is 100.) Sure, one can use the console for that too, but that takes 10 minutes.
The item can be found in Seyda Neen. When you have talked with Sellus Gravius and exited the building look to your right. It is on the ground, and looks like a gold coin.
