Small fix for Fjol the Outlaw quest.
Bug:
When you kill Fjol first before talking with Varo you get stuck with the active quest.
Fix:
Change the requirement for getting dialogue (latest rumor) from Varo in Moonmoth.
Old - Fjol not dead
New - Quest stage not 10 or 110.
Created with TesCS and 3 official ESMs. No other tools used.
