I'd like a mod that would make all the goods referenced as illegal in game dialogue (ebony, dwemer artefacts, skooma, moon sugar) grounds for service refusal EXCEPT by Thieves' Guild and maybe some other selected dodgy dealers. I'm guessing this mod doesn't allow the Dwemer stuff to be traded even with criminals, but could you give me any advice on how I can create my own mod that would do that?
In vanilla the fence in Balmora won't buy my skooma for example even though we're both in the Guild, which feels unimmersive. But I haven't been able to find a mod that both extends the service refusal to all illegal goods *and* exempts merchants who logically wouldn't care. I want to make my own at this point, but not sure where to start.
I love the idea of the mod, brings established lore into practice. However, I'm wondering if there's a way to make exceptions to who will buy Dwemer artifacts.
Maybe some Mage's Guild merchants that are interested in the Dwemer, purely for research of course.
I know a certain Breton in Pelagiad that deals with the Dwemer, maybe he'll buy them?
I'm assuming Thieve's Guild will buy them still, yes?
Maybe Telvanni merchants that don't care for the Empire's Law?
It's something to consider, there is always somebody willing to take the risk of dealing with contraband. Obviously you're under no commitment to please anybody but yourself but I'd be grateful if you thought about it, or told me how to do this for myself! I'm only just learning the modding tools and the things you do still look like magic!

P.S. Maybe make a mod of the same nature for Raw Glass and Raw Ebony? Supposedly they're contraband too, but gameplay says otherwise
