small improvements to skill leveling

this mod changes all (but 3) skills to level a little faster over all. I dont believe that the values are to high, and should feel just right.
each point (ie 1.00) would give you 1 out of the 100 need to level a skill. so  what I did was change the value of the skills to give you more points to level the skills a little bit faster. this mod should work with anything so long as it doesnt change the values like I have. 

(example skill name - New value vs old value)

(I mostly left enchanting alone but i did add it so when you hit something with a magic weapon you get a little skill)

Block-             4.50 vs 2.50

Blunt-              1.50 vs 1.00 = per hitting a target

Conjuration-    1.50 vs 1.00

Destruction-     1.50 vs 1.00

Enchant-          Cast when strike = 0.10 vs 0.00

Hand to Hand- 2.00 vs 1.00

Heavy Armor - 2.00 vs 1.00 = per getting hit

Illusion -         2.50 vs 1.00

Light Armor -  2.00 vs 1.00 = per getting hit

Long Blade -   1.50 vs 1.00 = per hitting a target

Marksman -     2.00 vs 1.00 = per hitting a target

Medium Armor -      2.00 vs 1.00 = per getting hit

Mercantile -    bargain 0.75 vs 0.30 / bribe 1.20 vs 1.00

Mysticism -     1.50 vs 1.00

Restoration -  1.50 vs 1.00

Security -       Unchanged

Short Blade -  1.20 vs 0.75

Sneak -          avoid notice - 0.75 vs 0.25 / pick pocket - 2.40 vs 2.00

Spear -          1.75 vs 1.00

Speechcraft - successful persuasion = 1.50 vs 1.00 / failed persuasion 0.50 vs 0.00

Unarmored - 2.00 vs 1.00  = per getting hit
