At the start of the game a message will pop up asking if you want to join a Great House and complete the Stronghold quest. You can choose to click Yes or No. If you click No then you will need to join a Great House and complete the questline as normal for the Strongholds to be built. But if you click yes then you can build the Strongholds instantly and join a Great House. If you choose to Join House Redoran you can choose which wives you want at Bal Isra. This way you can have the Strongholds pre-built and not have to do a majority of a questline.

Shortly after another message will pop up asking if you want to complete the East Empire Company questline and fully develop Raven Rock. You can choose to click Yes or No. If you click No then you will need to complete the questline as normal for Raven Rock to be developed. But if you clicked Yes then you must choose who to side with by choosing Falco Galenus or Carnius Magius. After you choose who to side with you must choose to have a Trader or a Smith in Raven Rock. And after choosing what shop to have you must choose where to build the Factor's Estate. This way you can go to Solstheim and have Raven Rock pre-built and not have to do a questline to build it since Solstheim doesn't have much towns or forts or settlements and has no cities.
