I just finished testing this mod and it worked perfectly. The boots are fun to play with. I like running around NPCs and circling them with fire!
I like this mod a lot and it will definitely stay in my load order.

EDIT: 12/1/17 - I went back to this mod to test things I forgot. When I tried to put the boots on the ground, I received 4 error/warnings involving missing textures. The boots would appear on the ground, but only after clicking through the errors. You can put the boots in a container without any problems. I couldn't find the missing textures anywhere and I couldn't find a solution other than deleting the mesh. So I used the CS to change the ground mesh for the boots. The modified ESP worked fine after that. I only modify ESP files as a last resort. I preferred the look of the ground mesh chosen for the mod, but I would rather have a different mesh without errors, then getting errors in the game. If anyone knows a different solution, please let me know. I can still go back to the original ESP and fix it a different way if that is possible. The missing textures were tx_a_ebony_shoe_nrm.dds & tx_a_ebony_leg_nrm.dds. It is entirely possible that another mod I am using or replacers from following the STEP wiki caused this problem, but I didn't know any other way to fix it.
