I've always wanted to make my own attempt at improving Balmora, since I was very unhappy with all the mods being out there having the same goal. Most of them make very drastic changes or simply don't have a very professional approach in my opinion. So here is my personal envisioning of how Balmora could've looked like, without the obvious detail limitations for the sake of PC and Xbox performance back in 2002.
However, this is not part of my More Detailed Places (MDP) series, but follows the same style. The reason why I don't want it to be part of MDP is, because this mod also adds a new house, a medium sized dungeon and 3 NPCs, which isn't exactly in context with the series.
So in total my mod adds 365 objects in Balmora to make it prettier and more detailed, without counting the Interiors.
2 of the new NPCs you will now be meeting in Balmora are Gix and Veriax, both of them are well known Morrowind "Let's Players", which I very much like, so this is also my way to thank them for what they are doing. If you don't know them yet, please make sure to check them out there:
