Basically, this sets the encumbrance strength multiplier to 50000. This means that even a newly created character will have a max carry weight of around 2 000 000 (2 million), which will increase along with your strength.
That's more weight than I was able to accumulate while playing through Morrowind, Tribunal and Bloodmoon, picking up practically everything I came across and rarely selling anything.
