Adds a blur effect when underwater.

Permissions and credits
Basically, this blurs the screen when the player goes underwater, making it more realistic. The blur effect is based on the one done by Timeslip, and If you play an argonian you get a lesser blur since they are more suited to the aquatic environment. The only caveat is that the health bars and such become blurred too, though when in the menu the blur will turn off.

Now contains an additional ESP:
The DNW (Dark Night Waters) esp contains a modified version of the script which adds a blindness effect when the player is underwater at nightime.

You only need to use one of the ESPs, not both.

Requires MGE/MWSE with Hardware Shaders activated.

1.2 fixes the issue with the blindness effect not deactivating correctly.
