In the screenshot a snippet from the in-dev version of Balmora - Seat of Power of House Hlaalu side by side with the concept art drawing.
Using the modular Hlaalu set made by the TR team, it's possibile to make custom buildings.
I've been experimenting with this for quite a long time, trying to recreate this exact scene and I think I finally managed to do it right.
Some details are different but that's a compromise I had to make as some stuff doesn't really look that great once you put it in the game.
