A preview of the upcoming Tamriel Rebuilt release, Aanthirin. That release will see the lower reaches of the river Thirr fully explorable. The western  banks of the Thirr river are more or less entirely under the control of Great House Hlaalu. That includes the extensive Oran Plantation, as shown here.

If one stares into the distance, they could see the silhouette of the Ebon Tower so very far away. A visual and architectural reminder of how the Septim Empire is never absent, the ultimate lawgiver and dispenser of justice. Of course it depends on who you ask whether that's how it should be.
