I love the design, but as some people have mentioned, it does seem more Hermius Mora themed than Sheogorath. Another small thing are the scales, they don't seem appropriate or good-looking here. The design is awesome and the clothed part is pretty good, but I would suggest using different texture instead of scales. It looks a lot like armor otherwise.
Since it's a cuirass I would assume that it IS armor. Either way it looks great. I agree that something Hermaeus Mora related would be awesome, though, and this fits perfectly.
