Fixes the issue with lighting / thunder / electric weapons for Monster Hunter World

Capcom resolved the issue in the Deviljho 9/6/18 patch (revision 152771)
If you want to remove all weapon effects, It'll still be here, and collect dust.
This is a quick fix until Capcom addresses the issue.
Simply removed all effect related references when attacking with a thunder weapon.
For those who experience stuttering, have a potato computer, or just prefer not to have the effect.
(Not to be confused with the stuttering issue in Elder's Recess)

Install Instructions:
- Extract .zip
- Place NativePC on the root of ../Steam/steamapps/common/Monster Hunter World
