I made a mistake with the adress, it should have been "0172" not "16012". You can ignore this post if you weren't going to manually edit the file anyway!
Other comments claiming there is a setting for this are just lying. But do not install right now, it causes a black screen on game launch that requires task manager to close. Sadly we gotta deal with our camera control being ripped from us still.
There is a setting! It's just not in the camera section! In the GAME SETTINGS page of options on the second page (use the Right Dpad or Scroll wheel to access). The fourth option down is "Camera & Scoutfly Settings" turn this OFF and save your neck!

Vincent's right, no need for a mod to disable the annoying forced camera movement. The option is right there in game settings.
I'm bumping this because the two replies to your comment are correct, and I was personally irked that you'd call others liars because you couldn't find the option.
I feel like I'm here for all the wrong reasons but, to be fair, your title does include "necksnap" in its title, so maybe you can help. My problem is when your walking somewhere populated like the trade yard, my character's neck wants to snap to anything interactable making him\her look like a maniac. So is there any way to make it so that my character doesn't look like it's got a freaking seizure whenever it passes by multiple people?

Vincent's right, no need for a mod to disable the annoying forced camera movement. The option is right there in game settings.
Game becomes unable to start up until it is uninstalled.
