Warning: Prevent potential progression issues by not talking to NPCs that currently have special dialogue until you've talked to them at their normal location.

In the Private Quarters, Excitable Ace Cadet-Lister is sitting on your bed, and Serious Handler is gazing out the window by the tree.
In the Private Suite, Excitable Ace Cadet-Lister is sitting in the water waiting for you to Sit Gesture next to him, and Serious Handler is standing by a bench near the housekeeper.
