Changed .dll, new settings

Only update frame limit and image quality when needed. Negligible performance update.

Use this one if the normal one doesn't work. Replaces version.dll

New update fix. Now only uses version.dll because d3d11on12.dll didn't work for some people. Remove the old dll.

Rewritten as an REFramework script.
This will likely be the best method going forward as it won't be affected by updates.

Image Quality feature disabled by default now.

If you have issues with the Image Quality features, disable it in the Reframework menu.

Settings changed via the Script Generated UI can now be saved.
No longer recommended to edit the lua file to change settings.

Now uses hooks instead of a constant loop. Performance update.
Minor change to config area in preparation for REFrameworks' json_api.
