A bunch of rebalances, includes world styled potions, extra hitlag, slaplance, impact CB and HH buffs, the GS and SA counter spam arts were nerfed significantly and a couple rebalnces to some weak skills like spiritbird caller, evasion window and crit draw

MULTIPLAYER SAFE BUT CHEATING MAYBE PROBABLY?
* World style potions (Still heal the same amount)
*Buffs to impact CB, HH, and GL (doesn't affect elemental CB, GL buffs mostly for the slap moves)
*Nerfs to spammy wirebug skills SA counter MVs 90 -> 30, GS parry buff 1.3 -> 0.7, SnS shoryuken KO procs 30 -> 10 (same KO value)
*Punish draw multiplier slightly buffed
*Crit draw buffed to be 100% at level 3
*Slight adjust to evasion window frames
*Bloodrite nerfed for weapons that gain full health after hitting the monster once (GS, Hammer, Lance)
*Spiribird call cooldown timer reduced (forgot how much, it's still garbage)
*Buffed artillery
*GS draw attacks buffed to encourage draw playstyles (GS is unbearable with my other mod)
*Various other minor adjustments (LS spirit attacks, slight shift on various weak and strong MVs, buffed shelling at all levels but it's also still garbage)
