This mod will allow for the third (or first) person takedowns to be more frequent during combat sequences in the game missions.
It won't enable those animation during free roaming, since they are enabled by editing each mission scripts and I haven't found any setting to enable them in the free roaming encounters with KrugerSec.
I have tested a few main missions but no secondary ones, though it should have enabled some if present.
