Guys & girls I struggled to get this to work but I followed the below instructions and also watched the link video [the video is a bit old but helps to visualise using the correct install instruction on the front of the mod page.]
- Make a back up of files always
- So to get this to work I also had to have the MGSV_QAR_Tool.exe compatibility marked 'run as administrator'.
Open your command prompt
[type in] cd C:\Program Files (x86)\Steam\steamapps\common\MGS_TPP\QAR Tool
FOR ANYONE THAT IS LOOKING FOR THIS MOD BUT UPDATED PLEASE DOWNLOAD IT HERE: No Development Requirements "Remove the requirements for developing special items; but keep their costs!" (Removes the need of having to obtain the key items to research them; but keep their costs!)
The "No Development Requirements" mod does the exact same thing as this one, lets you research any item whenever you want AS LONG as you have the GP and R&D Team requirements .
ITS COMPLETE GONE TO s#*! TBH I GOT WHAT I WANTED BUT CANT USE SOME WEAPONS BUT WHEN I DO I GET A FROZEN SCREEN BEFORE I START MISSIONS NOT WORTH IT BRUH
i got it to work, and i got the notification for the DLC weapons being there for development. but i can't develop them. i can develop the smoke box i didn't have, but none of the DLC stuff
got it to work for those who are using a different drive like me, in cmd you can change it. Like mine was D drive, all you have to do is type cd /d D:enter what ever address

[press enter]
put the LUA file into the new 00 folder
[then back in command prompt type] MGSV_QAR_Tool "C:\Program Files (x86)\Steam\steamapps\common\MGS_TPP\master\0\00.inf" -r
Job done, hope this helps anyone struggling.

rename "f4866469f343.lua" to "EquipDevelopConstSetting.lua"
replace oringal file in "00\Assets\tpp\motherbase\script

i can develop the smoke box i didn't have, but none of the DLC stuff
has this been patched??
