An add-on to Infinite Heaven! The snow toggle can be found in Infinite Heaven's Weather Menu. You can use it in missions and free roam, including side ops!
Weather menu > Snow menu > Enable snow = OFF/SNOW/SNOWSTORM
Snow will only have the MGS1-like snowfall from Ground Zeroes, and Snowstorm will add MGS4-like clouds of snow and a frosty overlay! And in addition, there's now an option to change the weather and time to presets that fit the snow effects better - a cloudy day and a foggy night!
Documentation: For some reason the custom pack had to be in the location folder instead of the mission2 folder. That was apparently why it didn't work at first. The effect toggling also only works at OnMissionCanStart and not Init.
