Modded save game of fresh start with increased building limit to 500.
Take in mind when game loads from this savegame building limit will show 0/0 as first quest need to be done to unlock building. After 1st quest building limit will show 0 / 500.
Caution:
Increased Building Limits can impact game performance when exceeding game design limits, but there is no impact in normal gameplay.
