Increases treefall animation rate from 25 FPS to 60.

This really bugged me, as it was the only thing in the game that updated at a reduced frame rate. This may have been done as it could be expensive to compute for the old, low-powered CPUs from the XBox One and PlayStation 4, as this game was made to work on those systems.
The trees now animate smoothly, and should not be very hard for modern computers to compute - especially given that the game is just over three years old at this point (this point being February 2023).
