If you're planning to play with keyboard and mouse, Fully Unrestricted Weapons a newer, better mod than this one.
This simple mod that lets you apply any full combination of weapons to all classes in Mass Effect 2 Legendary Edition, albeit with the base game limit of 5 weapons maximum.
Requires ME3Tweaks Mod Manager
To install, drag and drop your downloaded .7z file into mod manager and import.
Click "Apply mod" and select which set of weapons you want.
If you have used other mods for class weapons, you may need to Restore your game in mod manager for this to work.
