Because it looks cool that's why.
Visual only, not buffs.
Default will be original color, screenshot is with Blue Tech Armor.
NOTE: Disable Fortify before entering the Tempest or any area where you can't use skills, otherwise the Tech Armor visual will remain on until you can cancel Fortify again. You can also save and reload to get it to go away. I can't figure out how to fix it. Only a visual annoyance, shouldn't have any gameplay issues.
